The invitation says consultation. What happens is a presentation, then approval.
The signs
Materials are handed out when the meeting starts, not before. Questions are answered with "it has been studied". The minutes are finished before the meeting ends.
Fixing it without disbanding it
Share materials three days in advance, and leave one question that genuinely has no answer yet. A forum with no open question is not a consultation — it's an announcement.
