A striking difference draws attention, and is often read straight away as a problem.
Four causes to rule out first
- A tender that failed and had to be rerun.
- Unit prices that changed mid-year.
- Activities that slipped into the next year.
- Late bookkeeping, not missing money.
Once all four are ruled out and the difference is still large, then the question changes.
